Apple Watch allows apps that are used often a chance to update their data more often than the apps that are not used. Also, if the app has a visible active complication, Apple Watch gives the app a chance to update the data. So do use the app and add a complication to the watch face -- Slippery Cities is then able to fetch the slippery alerts from the web while in the background.
